Don't judge the image quality too harshly. My video card is old and I wasn't trying to tweak the injector for quality since I was only concerned with the aspect ratio.
You'll have to let me know if this looks right on your display. Screen size looks right, no borders but I don't have a 21:9 monitor to verify.

EDIT: Seem to be having problems with the Steam screenshot gallery. Endless loading...
How do you do that?
Install GeDoSaTo[blog.metaclassofnil.com]. It's an injector/downsampler that allows you to modify the real time rendering capabilities of a game.
Refer to this PCGamer article. It contains instructions on how to create new game profiles and how to find a game's pixel shader hash. The hash is required to correctly configure GeDoSaTo.
good to see the dev of gedosato finally admitted ff13 crashes were his fault, I see he now fixed a bad memory leak, and also he fixed the 16:9 to 16:10 conversion as well.
I'm not claiming this applies to OP, but my experience has been that some people are just so bothered by black bars, they'd even tolerate some distortion rather than put up with them.
However, here's another solution that uses CheatEngine. I just glanced over the thread but this seems to have something that's closer to a true 21:9 aspect ratio fix. Unfortunately the thread is rife with broken links, but this download link[mega.co.nz] to the CheatEngine config file for FFXIII-2 works.
Note that there could be actual cheats in that config file besides the aspect ratio fixes.
