It seems real shady, especially with the lack of comment from SE.
Not to mention, Degica is still in the process of creating a legal export tool for VXA and so far have not released it publicly. The tools that have been available so far have more or less been considered a breach of the EULA because it hacks the program and alters the source code. Whether or not that holds up in a court of law is a different matter, but I can't believe that SE (who is generally tight reigned about their own resources and staying within the legal means) would then step on the toes of another software company and breach whatever EULA is in place.
And even if they were interested in using RPG Maker to redo some of the old games, they'd probably go straight to Enterbrain or Degica and get professional help there (the developer and translator / publisher of RM respectively) rather than use some unknown developer nobody's ever heard of.
That and... I can't say what I've seen in this so called remaster is all that impressive. Some things do look good, but others things not so much.
Edit: Also, from others I've talked with, some of the links don't actually work on that site. But the paypal link sure does. Sounds a bit like a quick scam.
and so, it looks like SE have nothing to do with Mystic Quest...wait what? yes, some idiots decaded to to do fan-remake and reelease it.
i sometimes try to figure out: What's wrong with people at these times?
I suspect a C&D will be in order. But if they have profited off this, then they're also at risk of being sued for potential damages.
