Game crashes on launch WITH 4gb patch/no cloud saves

Title. Can't figure this out. I have literally 5 achievements left and can't even launch the game. It's driving me insane.

Windows 11 broke the game. Same with FF 13, that one only works if you play with PRECISELY the default launch settings (meaning 1280x720 resolution and windowed only. Not ideal for playing on 30+ inch 4K UHD monitors)

i figured it out. it was something from an earlier version of special k that was causing it. i deleted everything in the folder after uninstalling, then reinstalled, and it works fine.

Strangely enough, I had issue with FFXIII-2 getting terminated immediately after starting the game from launcher, just like the XIII does due to DEP.
XIII-2 however cannot be added to exception list for DEP, thus I've tried to verify the game integrity, and even though I've just freshly installed the game and didn't apply any mods that would alter the game data, Steam client announced that 164 files couldn't have been verified and downloaded roughly 100 MB of data after which the game does launch normally.

This whole Steam game client download is confusing me when even freshly installed games need to be verified and fixed. The integrity verification does fix the issue, but I have no idea why it was necessary right after downloading the game.

It was clean download to folder that had no leftovers from previous installation, never got any warning from antivirus software about blocking or moving some data to quarantine and also never experience any data loss or corruption on the drive I'm using for steam game library, thus I have no idea what might have caused the issue with initial game download.
