Is it possible to play this in true 4k and on Windows 10?
I couldn't find any mods for 4k, but I'm wondering if there are any out there somewhere. like there were for FF13. Also, I saw some old posts saying this game crashes all the time in Windows 10. If I play in Windows 7 or 8 compatibility mode will it work fine? When I purchased this, I think the user reviews were mostly positive so I sold my PS3 version and got it.

GeDoSaTo lets you play it in 4K. Once you've installed it, set it to your desired resolution in the .ini files for it, but set the launcher resolution option to 720p, otherwise there will be some issues.

It runs as well on Windows 10 as any other version of Windows.

Thank you for the information. I had heard on Reddit that GeDoSaTo didn't work with this game, but hopefully he was wrong (I've never used it before). I will try that when I play. Good to hear that it runs fine on Windows 10.

This only applies to Final Fantasy XIII, not XIII-2. Setting the Launcher to 720p in the original FFXIII fixes the Enemy Info bug with Libra, but FFXIII-2 doesn't have this same bug. In addition, setting "renderResolution 3840x2160@60" and "forceRenderRes true" in your FFXIII-2 will not force the game to 4k resolution if your Launcher is set to 720p. The game will just look like an upscaled 720p. To make things even worse, GeDoSaTo kills the frame rate for me, making it drop from 40-60 FPS to 30-40, and it makes the game more likely to crash.

To get a 4k resolution, set your Launcher to 3840x2160 resolution if your monitor supports it. If it doesn't, enable DSR if you have an Nvidia graphics card, or VSR if you have an AMD card. For more instructions, check this video: https://www.youtube.com/watch?v=3oL2nMTI0yA If you're using Windows 10 Creators Update, it's likely that you'll need to restart your computer after enabling DSR/VSR to get the higher resolutions available.

Thanks for your help. I'm new to all of this, but I have an Nvidia card and have the Creator's Update and will check out the video and try what you suggested.
