I have this problem too, since the last update. It seems this update broke the game for myself and many other users. I contacted Square-Enix Support and they told me to update all drivers, windows and delete and re-download the game. still no dice. I replied and sent a DxDiag statement as they requested as well as asking for an update to fix the game and stating I am not the only gamer who's FFXIII Got Broken. I hope a new update comes out soon to fix this shamozzle!
Final Fantasy XIII-2 does work on my rig though o.O
Yep, that's what I did, and it worked like a charm. Damn DEP, hate ya...
Device Manager --> under Human Interface Devices disable anything that is HID. I suspect it is only of these that is causing the problem though.
I have Windows 7 SP1. I do not have DEP turned on with exceptions. Changing DEP settings had no effect for me.

Al final encontré en un foro la solución. Prueba a buscar en la carpeta de Steam>steamapps>common>FINAL FANTASY XIII>white_data>prog>win>bin y selecciona ffxiiimg. Lo arranqué desde ahí y me funcionó.
Otra solución es en Configuracion avanzada del sistema>Opciones avanzadas>En rendimiento clicas Configuración>Prevención de ejecución de datos y le das a la segunda opción y a Agregar. Cuando le des a Agregar, selecciona el archivo que te he puesto mas arriba, es decir, ffxiiimg (ya te dije cómo llegar a él en el punto anterior) y por último es FUNDAMENTAL REINICIAR EL PC.
Con estas dos opciones deberia arreglarse el problema, suerte!!!
