Creepy graphic glitch or not sure what. But no, that's really not normal. He was never this close and especially not while mounting a chocobo.

the environment is normal, because i active a titan mission on the circle ring. when u do that, titan is make the weather stormy dark. but it is at this close the 1st time i encountered, he never have to be this close but i dont know why he is this time

Right, I remember the dark fog. I did these not too long ago. I don't think you should be worried unless it breaks your game. I did these missions without any single issues.
