Cie'th Stone Mission 18

I am unsure if I am doing this correctly... but when I approach Stone 18, the darn thing is dormant just like 19. It is my understanding that one of the prerequisite is that I need to have completed Stone 12. Yet I have 1 - 17 (and a ton of the other ones) completed with 5 star rating and yet I am unable to activate it. Is there another prerequisite I am overlooking or is it bugged?

What chapter are you in? Some only unlock after certain story milestones.

If you've done 1-17, 18 should be unlocked. There's no story requirement. I'm guessing it's a bug.

edit: just to be clear, we're talking about the stone in the middle of Mah'habara next to where the Abandoned Dig splits off, right?

I know one of the missions in Mahabara needs you to first kill the Juggernaut (the automatic optional fight when you go to one of the rooms) before being able to activate the stone. Not sure if it was for mission 18 or 19 but it was locked for me after chaper 13 until I killed the juggernaut (and then had to kill him again for his actual mission)
Edit: nevermind, the juggernaut was mission 29, the stone is in Mahabara too)

I was right at the end of chapter 11 but as it turns out, that was not the problem. I tabbed out again to see if anyone had left behind a more in-depth guide I could view. When I tabbed back in after coming up empty handed the Stone was up and active.
