"DirectX VertexShader 2.0 is not supported."
Ok, I have an HD 7970 in this PC and there absolutely no way this game could possibly need more power than that. What do I need to do to fix this error? Does anyone know? Because I'm going to be supremely pissed if I bought this game and it doesn't work with my $400 ♥♥♥♥♥♥♥ GPU.

Maybe try reinstalling directx 9.0c

Well in all fairness I did buy it about a year and a half ago. Still no reason it shouldn't run this game though.

That's definitely a driver issue or DirectX issue, update those then come back with an update.

Alright, updated Catalyst Control Suite and everything seems to have fixed itself. Thanks all!

FF XIII was running fine for me, but Microsoft has just installed a huge pile of updates and now I have this error. Sapphire Radeon RX 480 Nitro+ 4096MB

I've seen this error as well, but only when I muck around with settings in the third party program GeDoSaTo. Specifically, I see it if I fiddle with the force fullscreen/borderless windowed fullscreen .ini settings in it.

Don't know if that's something you use. If not, I'd start looking at GPU control panel settings for anything involving custom resolutions and fullscreen/windowed video modes.

You should also check if the game launches if you switch to windowed mode in the XIII launcher app.

Finally the recent Windows 10 update added 'Game mode' settings in the windows control panel which were all enabled by default for me. You could see if you have the same and if disabling all the overlay/recording options etc in there fixes the issue.

Good suggestions Lars, but not the solution. I wasn't aware of "Game Mode" but disabling it doesn't help. I have tried Windowed and Full Screen before and after that change. I don't know GeDoSaTo so that isn't the problem either.

I know Microsoft are very cosy with Intel. Could this be a deliberate "Break AMD Graphics" update?

I have found a fix - installing the 2010 version of DirectX. This leaves open the question of whether the latest version is buggy or intended to break AMD cards.

The problem has come back, and this time the 2010 version of DirectX doesn't fix it.

This is probably a temporary fix, but re-installing the video card driver, followed by:
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
has worked.
