flipped button mapping is why I looked into the exe file in the first place. :P
1. make a shortcut of the exe file
2. right click on shortcut -> properties
3. in Target line : "~~~\win\bin\ffxiiiimg.exe" -fullscreenmode
4. after the quotation mark, a space, and -fullscreenmode
After using the hard codes to start both in full screen and decidebuttonreverse, when the game comes up it is off center of my monitor. There are black edges about 2 inches thick on both the bottom and the right side and the top and left sides are cut off by that margin as well.
How to fix this?

Sound like letterboxing... Search "Fixed aspect ratio" option in google.
My auto scaling was being done by the display instead of by the GPU. I switched it over and viola!
