Fixing stuttering, alternative fix, if plugging gamepad/keyboard on/off did not help
Disabling Hyper-threading fixed stuttering for me (I have i3-2100). I had not that "every second" stuttering, that could be fixed by plagging gamepad. Had similar problem with NFS the run long times ago. And still I remember :D:

I get slight video stutter during cutscenes, but I'm AMD. Not sure what to do.

I get stutter during cutscenes, AND during gameplay. Frame rate drops for no reasons. And my CPU doesn't have Hyper-Threading, so I'm ♥♥♥♥♥♥.

Only i7 cpus have hyperthreading. It wouldn't be enabled on your i3 even if theres an option in bios.

LOL no not only i7's have hyperthreading..
As said in many threads if you have a gamepad plug it in, it will stop the stuttering.
