So I'm guessing that if one doesn't want it locked to 60 FPS they could just turn off Vsync. I'm gonna keep Vsync on for me because I just have 60 Hz monitor.
Initially CAPCOM knew of physic issues around DR3 being above 30 fps so the initial intention was to lock it at 30fps. They did allow for unlocking via configuration file.
Having played both versions of XIV, I expect SE to have several options in their configuration menu such as 30fps, 60fps, and unlimited. The configuration menu probably will be external to the game such as XIV 1.0, this is probably also why there is partial controller support.
