edit: there's absolutely no need to beat the final boss. You can return to chapter 11 areas from any point in chapter 13.
It'll take a while to walk back that way, but not as long as it took to walk it forward, especially if you try to avoid enemy encounters on the way. You can descend Taejin's Tower in 1-2 elevators (depends on if you did the optional part), and when you ride back to Mah'habara from Sulyya Springs you'll be deposited fairly close to the beginning, so you skip having to walk through about 2/3rds or so of Mah'habara.
If you decide to do it that way, and haven't already done them, I highly recommend doing missions 28 (in Oerba) and 20 (in the beginning area of Taejin's), so that you can teleport back to those areas once you unlock more waystones (if you HAVE done them, you can teleport from Oerba to Taejin's and save a bit more walking).
