Unfortunately, that guide is very dated. Most of the weapon analysis is based on poor character evaluations that don't hold up under a modern understanding of the game (speaking from the perspective of competitive and semi-competitive play such as speedrunning, challenge play, speed kills, determination of top efficiency farming methods, etc.)

I don't have time for a full writeup of the analyses involved, but here are the best ultimate weapons for each character:
Lightning: Edged Carbine (but make Gladius as well)
Sazh: Rigels
Snow: Feymark (but make Power Circle as well)
Hope: Hawkeye
Vanille: Belladonna Wand
Fang: Taming Pole (but make Dragoon Lance for fastest 'toise farming)

Note that several other weapons have merit in various scenarios. Best in general does not mean best for any specific fight, especially when self-imposed restrictions come into play.

Some of these players are just trying to beat the game, not making a perfect run of 5 star everything that moves. But he should definitely read your notes and videos.

there is no ultimate weapon for any charachter but the weapons with effects like stagger lock and silk trigger have higher stats than all the others but they are kind of negative effects so you kind of have to make it work with what you got

i was just curious what people put into the 3rd tier, just saying make the 3rd tier isn't really helping anybody lmao
