Before that, the game was true fullscreen and the fmvs were smooth, but people were ♥♥♥♥♥♥♥♥ that the esc key would immediately close the game down. It took square 3 weeks to do this and the game is ironically worse than when it lauched.
They then added support for 720p+ resolutions, but at a cost: the libra info doesn't display above 720p which for first time players makes the Eidolon battles for example much more difficult/annoying.
1) Go to http://vjoystick.sourceforge.net/site/index.php/download-a-install/download
2) Install the vjoystick program
3) From the start menu, located vJoy Feeder (Demo)
4) When launched, have all numbers be 50 (Which is the "neutral" position of the buttons for the "Virtual" controller)
5) Launch FFXIII with vJoy Feeder (Demo) in the background
If you do happened to notice your screen spinning or something fishy, alt-tab to the vJoy and make sure that all the numbers are indeed "50". Sometimes the program will set some controls back to "0" which sends the joystick signal to have the game spin around. After putting in "50", play the game stutter free!
My guess from reading lots of post about the PC version is that the game is constantly looking for the damn game controller which somehow affects the graphics side of things. The players found this solution when someone realized the stuttering went "away" when the controller was plugged into the computer.
The vJoystick solution is for those of us who don't have a gamepad available.

Thank you for sharing this software! I launched and noticed it immediately, didn't even start on the game bc I knew something was off. It's a disgrace SE released this mess and users have to fix it to enjoy it properly. FFS they could add this in the code and add as an option to enable/disable the detection.
