No; the Dropbox files have long been taken down. I am just playing through in Japanese.
Soooo, I'm not saying that I'm doing this, I'm just saying that this works.
A friend does own the game in steam, and to his horror, there is no english dubs. So he figured that he already own the game, so it's okay to pirate it, right? So he download a pirated copy, the one that is 50+ GB, it's the steam version.
So he installed the pirated copy and play the game, but because he's not used to this sort of things, he forgot to copy the crack to the installation folder. The crack was meant to pass the steam verification so you can play the game without steam. But because he play without the crack, he ends up connected to steam.
Now this is the thing. It doesn't matter if your copy is Asian or Europe, it will still have the same steam ID. So this means that my friend's pirated copy works like a legit one, because he actually own the game on steam and have it installed. So when he play the "other" copy, steam read it as if he play the original steam game. He could connected to steam, he can get achievements, and he can use his old save files. He doesn't have to do anything complicated, no replacing files, copying save files, or editing in any fashion.

See I am exactly in the position of your friend; I just want to play the game in English but only found out it is Japanese only after buying it.
After some research, I discovered I could 1) Buy from SQ-Enix's store for a NA Steam key(to buy a particular version of a game I already have), 2) Hunt around Steam forums or Reddit to trade for a NA key (never done it before and seems risky), 3) Download from somewhere for the Enlgish language files and launcher or a fully cracked version (risk of downloadig malicious files), 4) Complain to SQ-Enix in hopes they will solve this probelm.
In the end I just decided that playing the game as it is fine, and I can watch the English scenes on Youtube.
For some reason the website you bought it from is censored with hearts. Can you describe it in an identifiable way?
Does it start with a G or with an H? But whichever it is key reseller is usually frowned upon, of course in this particular context is fine by me.
