My controller is connected via bluetooth to windows
Bluetooth in my case. I had it working before though without any issue, this only happened recently.
not sure if you ever get that issue fix, mine just back to normal, and this is what i did.
at steam application, I unchecked all the controller then load the game (XIII) , using the keyboard command got into the game play, then exit out the game properly. close off the steam application, then restart the steam, turn on those controller (Dualshock 4 and general contrller) , after done all that, I just player the XIII for last 3 hours without any issue.

In the end, what fixed it for me was to disconnect the Razer Tartarus gaming keyboard. Game seems to latch on it and expects input only from that device.
So, I'd advise to try and disconnect any other input devices and test again.
To add onto that, Razer Tartarus keypads generally do pick up as Xbox 360 controllers due to the joystick inputs that you can assign to it. On Steam general controller settings you can see what controllers are connected and if there is multiple remove them and then use the one you want. The game only seems to like the controller which is assigned as Player 1 and takes priority over other controller inputs.
