Right-clicking on Properties isn't the correct way to change the language. To change the language, open the game's Launcher. If you've ticked the "Do not show this window again" box on the Launcher before, you can open it manually by browing to <Your Steam directory>\steamapps\common\FINAL FANTASY XIII and opening the ffxiiilauncher.exe. When you've opened the Launcher, go to Sound Settings and change English to Japanese.

Edit: Store also says that Japanese is 'Full Audio'.
Because of the high demand, the EU/NA version has been patched so it got both English and Japanese audio. https://steamcommunity.com/app/292120/discussions/0/613936673353900563/
On the other hand, the Asia version never get patched. So it still has Japanese audio only.
If you have the option to change language in your launcher, then you certainly own the EU/NA version of the game.
