FFX/X-2 Steam is a decent port of a remastered PS2 game with a max cap of 30 FPS, so it should run smoothly for most people. FFXIII is a weak port of a PS3 game that had a terribly optimized engine even in the consoles, and the PC version repeats these same flaws. If you're fine with the same 30 FPS limit as FFX/X-2, then it's not that hard to get FFXIII to run smoothly for you (just cap your FPS to 30). However, your rig doesn't seem to be even close to being able to handle the game at a regular, let alone stable 60 FPS.
Impossible to know before you try it out yourself. It seems your CPU has a slightly better single-threaded performance than what my old FX-8350 had. This is a good sign, since the game's performance relies mostly on powerful single-threaded performance. With FX-8350, I had 30 FPS in most areas, even 60 FPS in some of the areas that were graphically less intense. The battle FPS never went above 30, and there were occasional dips to 20 during heavy spell effects. With your CPU, you can expect similar or maybe better performance, with the frame rate mostly at 30 or higher, with occasional slowdowns during battles. I'm worried about your GPU, though, since it seems very lacking for this game, and you may have to turn down your gaming resolution and graphics settings to the lowest.

No, your GPU won't run it. You don't have an actual graphics card, it's just the onboard chip on the laptop.
Final Fantasy X is ported better and a much older game in general. XIII isn't ported very well, and there is not a lot of settings to can adjust to reduce the graphics quality.
It's also a terrible game, so you are not missing much.
What story?
This game has no story. It's walk in a line, mash the A button for 60 hours.
