Don't call the combat in FFXIII turnbased. That would indicate the action stops while you issue commands. FFXIII's paradigm combat system has much more in common with the 'active time battle' style.
That said the combat system in this game is really enjoyable and I highly recommend it. But its not turn based.

In short, FFs 1-3 are fully turn-based in a way that everyone acts once during a turn, though characters with the best speed stats tend to act first on each turn. Final Fantasy X and World of Final Fantasy (on Wait mode) are turn-based in a way that speed stats affect who gets the next turn, but at any rate, the action pauses whenever you have a turn.
FFs 4-9 and X-2 use Active Time Battle (ATB) system, where each character has a turn gauge that keeps charging according to their speed stat. The difference with the turn-based system is that time does not stop at your turn. Instead, if you don't make decisions quickly, the other characters (including enemies) will also get their turn ready, and you will get attacked. In those FFs, there is a wait mode that pauses the time gauge when you're browsing the submenus, so you won't get attacked by enemies while selecting spells, but it will only work on submenus.
The single-player FFs after that use a more specialized version of ATB. FFXII has you fight the enemies on the field (rather than on separate combat screens). If you have the battles set on wait mode, the time pauses whenever you access the battle menu, and it always pauses whenever you select the main menu. In the FFXIII trilogy, you can use the ATB bar to select multiple commands. The battles are fast-paced, and there is no way to pause the time while you're selecting commands. In other words, it's not turn-based at all; the enemies will keep attacking you on your turn if you don't input your commands fast enough.
FF Tactics series are turn-based strategy games. There the speed stat determines who gets the next turn, but whenever a character has a turn, time is paused and the others won't interrupt you during your turn.
Again, as I explained in the post you quoted, turn based combat means that the gameplay pauses, allowing time to plan before each action.
I understand that's not what it means to you personally, and evidently many other people since XIII even has the 'turn based' user tag on Steam, but that doesn't make it any more correct.
Just like, to use another example, it is wrong to label popular games with procedurally generated levels and permadeath as, such as Binding of Isaac, as a 'roguelike' (which of course doesn't stop everyone from doing it, since they have no idea what 'Rogue' is)
That is wrong. When you have your ATB full, the Adamantoise doesn't wait "on your turn". When the Adamantoise's ATB bar is full again, it can cast Ultima again no matter whether you've acted or not. A turn-based would mean that the Adamantoise will never act until you've spent your turn.

And no, not being turn-based doesn't make an action RPG, and where are you getting the argument that I'm trying to sell FFXV? I've only played the PC demo of that game, and I wasn't really impressed.
