you will have to change all ur graphic settings again in game menu.
Issue is still present, keeps reverting to lower resolution under 4k, 2560x1440
Like it actually has a lock icon on the folder? I just looked at mine and looks normal, no change to it.
Use steam's Browse Local files option to go to the Witcher 3 folder (Right click - Manage - Browse Local files I think it is)
Go to the parent folder Right click The Witcher 3 -> Properties.
Attributes Uncheck Read Only and if asks apply to all sub folders.
The only other thing I can think of is locate the settings where resolution is stored and check if the setting is actually saving.
and then you can install all your mods one by one and you will find out which one is causing this issue.
The Uncheck Read Only keeps reapplying each time I open the Witcher 3 Properties folder.
I've disabled mods, loaded a previous save from weeks ago, and started a new game. Same issue.
Sorry but I'm not about to reinstall this game. I'm confident something else is broken. I just compared loading between DX11 and DX12 and my issues are isolated to DX12 launcher. Loading DX11, nice, crisp 4k graphics and details.
I'll likely have to continue in DX11 now since DX12 only loads under 4k resolution. So much for testing RT and DLSS in Beauclaire.

if you deleted mods then in this pc/ folder you should have only platformgameplay.ini, rendering.ini and GalaxyPeer.json file. If you have more then there are mods settings.

But i agree, this setting should be also disabled at FSR, there is no point to use it there, what CDPR is thinking? I read here few threads about no difference between FSR and TAAU and ppl allways having dinamic res. scalling On...
Dynamic resolution scaling is set to "on" but it's grayed out. Had to disable frame generation to be able to turn it off, resolution still reverts back to 2560x1440
