Father Knows Worst quest bug

Hi, after hours of gameplay , I saw that the quest Father Knows Worst have the last step to finish 'Talk to Hugo' enabled, I go to talk , I can buy/sell items to him, and talk, but still, the quest it stay at same step, talk to Hugo, I tried different hours, go to Velen , meditate, go back, verify/repair the game, same...what can I do to 'finish' it? it the only quest left from the whole game...
