it never says who Gounter O'dim is truly so what is he

If you talk to the professor who was investigating him, he expressly says that he is the evil incarnate, a demon, who was summoned by Olgierd and he is dedicated to fulfilling the wishes of others, in very twisted ways.

Besides, when you defeat him in his game, you clearly see how his face turns into a demon while he starts speaking in a weird language with a demoniac voice. Returning to the beyond, from where he returned when he was summoned.

PS: Moreover, when Geralt aks to O'Dimm to know who he really is. Gaunter says "Oh no, you don't really want it, and just this once I'm not going to grant you that wish". Letting it slip, that if Geralt had known, O'Dimm would have taken him with him to hell or who knows where, a horrible place. (Which he also tells Vlodimir "Get out of here or I'll take you with me to a horrible place, your crypt will seem like paradise in comparison").

It's left ambiguous, but most people I've seen discuss this seem to think of him as the devil in this universe. There's a lot of parallels between the 2, like having Geralt meet him at the crossroads and the polish legend of Master Twardowski especially is almost 1 for 1 of Olgierd's story with Gaunter. I've also heard people say he is god since that's what his initials spell out as, but idk how much I buy into that. It's probably a mockery more than anything knowing Gaunter.

And you really don't wanna know what is it that he does.

He was created on purpose to be an enigma and we don't know much about him. That's why he is so interesting. But it's also obvious that he meant to be something like the devil since he does many tings attributed to a christian devil.
He likely goes back to the pagan mythology prevalent in Europe before Christianity spread. They likely had multiple gods and devils/demons. However in this world it could be something created during the Conjunction of the Spheres. None of this takes place on planet earth which is why there is no mention of Christianity although the Eternal Flame has some similarities but instead of persecuting pagans they persecute other races (dwarves, halflings, etc.) and magic users
I was thinking about it recently... and since Gaunter is an evil and chaos incarnate from beyond time and space (rather than a post-conjunction being), he shares a lot of similarities with H.P. Lovecraft's Nyarlathotep, a Great Old One famous for manipulating humanity by using different personas. Master Mirror, his humanoid form, is just an avatar - the real nature is beyond any human's perception and understanding.

he isn't chaos incarnate. he is very lawful in fact.
he always fulfills his end of the deal, he only robs the souls from people we agreed to his pacts. he agreed to to Geralt's proposal to play a game over Olgierd's soul and he didn't cheat.
he mostly punishes bad people for their bad choices, like the woman who was turned into a wight becuse she refused to give food to a beggar, olgierd for being a greedy vindictive brigand and mages who sought forbidden knowledge

all this show quite well that he is the devil that punishes people for their earthly sins
