In the quest "Brothers in Arms Novigrad" How do I get to Roche in the Passiflora?

Every time I've played through I always make sure to have the full crew in the Battle of Kaer Morhen but for some reason, I think it may even be a bug, I can't find him. The Passiflora only has two floors that I can find but the quest marker is white as though indicating he's either above or below me, yet there aren't any other floors. I've never had this happen before, I really think it's a bug, but maybe I've just forgotten something.

Edit: I think I've figured it out. I had the side-quest "Deadly Plot" in my list of quests, and I remembered that Roche and Dikstra are the main characters in that quest to assassinate Radovid. After selecting it as my main quest a cutscene triggered upon approaching the quest marker and the manager of the Passiflora led me to a secret room that they were both in. I'm going to leave this up though just in case anyone else runs into the same situation and gets confused too.

This may be the mission where you have to access a hidden stairway to an upper floor. Can't remember how you access it - I think you get a prompt when you're standing in front of a bookcase or display case - but it's been a long time since I played.

Yeah, I just edited my post while you were typing but that's exactly what it was, you have a really good memory. :) I had to select "Deadly Plot" as my main quest before the cutscene triggered for the manager to let me into that secret room. It's weird that I've played through more than a dozen times and I never encountered that.
