If you do have the amount and travel to Oxenfurt. At the market there will be a vendor that has an announcement, which gathers a small crowd. If I recall correctly, the vendor isn't a viable merchant and I'm about 99% sure the scene only transpires if you have the amount. The location was approximately in the vicinity of the merchant with the paint. When Geralt is about to leave the market, the Taxman will appear.
Although I haven't confirmed my suspicions, there might be a possibility the Taxman won't show unless Geralt obtains coin through illegal means.

Although it's not particularly difficult to make coin, completing the Runewright questline will require absurd amount of coin. That's one way to encourage players to obtains the amount and explain the Taxman's appearance. According to the Taxman, he set out to find Geralt due to Geralt's unexplained profits or something like that.
I hadn't done the pearls quest at the time when he approached me, cant remember the amount of money I had at the time but I walked away with my certificate for being a good boy. Then naturally went and completed the quest regarding pearls.

Yes, he is scripted to approach you if you've earned enough income. Earning it through illegal means is not a conformed theory but the questions might indicate that it is a factor. Aside from the pearls, stealing and abusing the merchant is typically what we alæ do. The taxman won't know what you have done to gain your income, which is why he questions you.

Yeah, sounds about right. That questline requires a ridiculous amount of coin, especially considering the meager discount Geralt receives for his trouble.
That's true, the playthroughs do have the tendency to blend together, but it is a confirmed HoS content.
