Report a translation problem
Svanrige doesn't become the new Jarl of his clan. Due to his mother's ambitions, his fate is either becoming King, or getting exiled. If you help Cerys, Birna's fate is getting executed, via getting chained to a rock in the ocean and left there; I'm not kidding about this. If you help Cerys discover the true culprit behind the events of the "King's Gambit" side-quest, you'll find Birna's body chained to a rock off Ard Skellig's south-western coast.
If you've read the character entries in game or the witcher wiki they both mentioned Syanrige became the formal ruler of clan Tuirseach after Bran's death. And between "The King is Dead" and "King's Gambit", you literally can't find Birna and Svanrige anywhere in the game. They just went missing after the wake, then reappear during "King's Gambit". That's what bugging me. I know you can find Birna at the rock later on but that's not my question. All other jarls have their respective house/hut and you can find them when exploring Skellige. But this two just no where to be found.
