With most stuff at Medium (motion blur OFF, water detail LOW, shadows LOW, Hair Wigglies OFF), Vsync ON, no AA, both in Borderless Window and Fullscreen I get ~30-45 FPS in the bedroom and on the balcony. Putting the fire out makes it go to 40-50 FPS.
Set everything to High, I got ~23-33 FPS... set max. framerate to 30... well, I get constant 30.
Only ran around in the first room, so I have no idea about the rest of the area(s)... Still have to finish W1, then W2 until I get to this one.
The console version will probably be locked at 30 FPS, so you could play it on the PC at that framerate without much issue, I believe... the 680 is considerably more powerful than my measly 760, and I trust I can get a constant 30.
Again, this is only my experience after running around the room and balcony at the very beginning.
