Pre-order download not finishing?

In my steam list "The Witcher 3 Preload" remains blue and never finished. It keeps popping up in to the download area too even though it downloaded 21.something GB.

It errors with message regarding files are still encrypted. Don't preloads download like a normal download then turn white when they are done? The W3 seems to stay active.

Should be blue, also, the files are encrypted. The file should also be about 21.3GB

When the game goes live, the rest of it will download and recompile. Along with any patches being released.

Yes, that seems to be a correct observation. Leave it be till Monday. If this doesn't change, then seek help. Right now, I believe this is the situation broadly.

I got mine through GOG, that way I own the game and never have to worry about Steam issues. Regardless of where you pre-loaded the game, the last bits of it will not be downloaded until it launches.
