also since you recently downloaded have you made sure to delete every leftover you would 100% have in files if you ever played game before? (you need uninstall game and delete witcher 3 folder and in documents and then download to do that.)
also micro stutter could also be the high input lag in game , what is your exact input lag in ms and what is your fps , 1% fps?
(all of that says in the app you use to record those statistics.) (like geforce experience or some other)
I have played on dx 11 and had no micro stutter (I had 10 ms input lag on highest , 6 ms lowest)
you could also lower npc spawn since that does most of stutters. (you can edit exact value in usersettigns in documents)

I mostly get 45-60 fps running smoothly, the input lag in ms can be from 15-45ms but when it freezez/stutters it can go up to 200ms

number of bg characters: high
shadow quality: high
terrain quality: ultra - no changes in fps
water quality: high
foliage visilibity range: medium
grass density: high
texture quality: high
detail level: high
vsync is off ingame and the cap is set to 60 ingame
lower number of bg characters to medium or slightly less than medium (in documents user settings) also limit to 59 fps, and do highest refresh rate your monitor has.
the issue is 100% input lag I have 40 ms when I use RT on in dx 12 so that is already bad if you have that in dx 11 and 200 is obviously super bad.
with super high input lag no matter the fps game would stutter or not be smooth at all.
the issue could be CPU , RAM , SDD , or internet speed .
your cpu is actually below system requirements for 1.32 and not to mention next gen so any issue is not a game issue but your hardware issue...
and if your RAM cl or SDD speed is equally bad then that would explain stutters.
formatted my pc
turned on gsync and vsync in the nvidia control panel
turned off vsync ingame and set the limit to 60 fps
overclocked my gpu
Now i have a stable 60 fps, apart from when in novigrad and the middle of oxenfurt.
