Considering the standard these days is 1080p yes, however Minimum should be looked at as the system you need to have to run the game on minimum settings.

GPU Driver releases should provide optimizations as well game patches, so people should be able to play the game with a few tweaked settings if they have a Minimum Requirements machine.

the problem is i have i3 and 750ti and 1366*768 , played every single game on max setting like evil within and shadow of mordor with min FPS 40 which was rare solid 60 all the time , i am worried about the i3 , yes i need upgrade but i am student with barely any budget :D , i already preorderd it last year , i will take my chances with it XD (finger crossed)

do you guys think that if i oc my i5 2500k (like at 4 Ghz) it would be ok for a max 60 fps ? i already have a r9 290 (tri x, so even better) and 8 gb ram, only my Cpu isn't in the recommended

That's some beefy requirements, shame for my i5 2500k, ill have to OC the ♥♥♥♥ out of it because a new GPU is my priority (from a 560 Ti to a 970/980?, should be fun, thehehe).

My predictions. A lot of threads from people who do not have a DX11 capable video card. Also a lot of threads from people who are still using 32 Bit OS. This seems to be the trend lately with games needing DX11 capable video cards and needing 64 Bit OS, with these people stating that it was lazy programming because 64Bit OS is not needed for anything and 32Bit is enough, and that DX11 is not needed for anything and DX10 can do the same thing as DX11 can, or something like that.

I can tell you VRAM requirements just looking at these cards - GTX 660 most common version has 2 GB VRAM - as the minimum, and GTX 770 has versions of 4 GB VRAM and Radeon R9 290 has 4 GB as a stock version.
Nothing new though, I was expecting 60-80 GB for HDD but besides that - everything was very predictable.

well, your CPU is only about 10% more powerful than the minimum requirement.

Your video card on the other hand, is about 20% less powerful than the minimum requirement, and that is if you have the 2GB version of that video card. If you have the 1GB version of the video card, I would say don't even take the chance on the game till you can get a video card upgrade. If you have the 2GB version of that card, then it is hard to say before the game gets released.

At this point, the only thing we know for sure, is you are below the minimum requirements.
