Retail version is for GoG.com. You have to go create an account with GoG.com and register your game there. The only way to get a Steam version if you buy the game from Steam themselves.
If you use GoG Galaxy then you can use the achivement system there for this game. GoG.com is also where you will download patches and the DLC, and if you want to get the Expansion packs you will need to buy them from GoG.com.
They didn't use Steam for their DRM for the physical versions.
