Mystery Of The Byway Murders quest issues

So, this is a monster contract that you can stumble upon instead of get a notice for. I never did get the notice board contract or talk to the issuer and did this quest. After killing said monster the quest ends with some villagers giving you some money but there is no option to go to the issuer. Supposedly the Issuer is in Oreton but when I head there, there is three nilfgaardian soldier NPC's but no Milan, who is their commander and who you can talk to for a additional reward.

Does he loiter somewhere I am not looking? I've looked at some video and he simply doesn't seem to be showing up.

If I am reading that right, you did the quest without picking up the notice or talking to the Nilfgaardian commander?

If so and to be blunt, basically you killed a monster before getting a contract to do so, why would you get paid? No contract, no payment.

Not true. There is plenty of Contracts I have discovered without talking to the issuer, and then you can go back to that town and collect from the issuer. Its happened several times.

You should get the quest first. Otherwise you are kinda risking glitches.

True, thats what I figure. But I can't help if I literally walk into a contract and it opens up the quest.....not a huge deal anyway. Haven't seen any of the other quests become uncompletable. Even tho this one did complete anyways.

Nah, if you run into one on accident then that is something you didn't see coming. Just saying that things might get screwey if you go outside the regular way of doing things as a habit. I am sure you are fine if you aren't seeing anything odd.

This contract works a bit different from others in that if you do it before getting the contract, the villagers pay you, where as completing the contract they tell you someone else is clearly paying you at which point you must return to the officer for pay.
