I would really like to see this fixed.
I'm leaning towards it being on purpose so you use your greaters more carefully. I think you still save money in the long run by crafting them from dismantled dust but I'm not sure how much as it costs 600+ to craft each one anyways. I mean, if multiple types of glyphs are in the items database then they're in their on purpose.
If it is slotted in your skill tree, you have to drop that too.
Then the game will allow you to make an additional one.
Don't forget to pick up your glyphs from the ground afterwards.

This works for the bug if you can't make additional glyphs that "you already have"
