Dismantle Griffin feathers.

Afaik you can dismantle harpy feathers to get "general" monster feathers.

Harpies, griffins, and maybe some other flying monsters. Dismantle the feather to get generic "monster feathers."

Also, in Skellige, if you follow the road from Redgill towards Whale Graveyard, along the shore, you will find like 20 harpies scattered along the way. They are easy to farm (they respawn pretty quickly and are only lvl 13) and it was better for me to farm them there than on the Harpy Feeding Ground. Another thing is, you can find a castle ruin with mastercrafted griffin gear there, beware of the cyclops though.

Obviously you have to take feathers apart to turn them into feathers... :D
