It is installed with the game. If you get a pop up that says its missing, you've done something out of the ordinary. Go download the Visual C++ 2013 Runtime from Microsoft and install it.
I've already tried that, doesn't work. Seriously the mods I installed shouldn't effect this anyway.
EDIT: delete dsound.dll (still can't get the mod to work though)
The only thing I did from the last time I successfully launched the game was install EVGA Precision for my GPU. My hunch is that perhaps the VC Redists that it installed somehow messed up the console .dlls when the game was loading them...
EDIT: After a little more troubleshooting I am now able to run the game with the 1.05 console mod. I downloaded the x64 VC Redist package here:

I already had it installed, but I chose to repair the installation. The game now starts up properly, no error message.

I had t odownload the 64 bit version though, seemed you linked the 32 bit one(?)
Anyway I just googled x64 VC redist and the microsoft one came on top.

The game didn't start anymore after last time exiting it as something went wrong and Win10 froze. When trying to start the game, it just briefly showed that it's starting and then nothing. Watched a video (Witcher 3 game doesn't launch or start fix) from youtube and tried to launch from .exe and only then it told that MSVCP120.dll is missing.
I did what Vizkos told and now it works again :D. Thanks!
Also for some reason it hadn't saved my saves to cloud anymore but luckily I copied them before reinstalling the game. That or verifying the files didn't help the launch problem but luckily reinstalling x64 VC helped. Maybe updating from Win 8.1 to 10 had something to do about that cloud problem. Still need to fix that someday...
