This is another discussion about Debug not working and has some good info.
One issue I had was that I had no plugin folder so I dropped the new plugin folder (with the debug file) into the x64 folder.
Then it would not work for me until I created a new save and exitted the game. I then rebooted the computer and reloaded from that new save. Then it worked for me. Good luck.
Remember to chose the x64 version.
It worked for me and for my friends, I hope it help.
1. Go to My Documents\The Witcher 3 folder. This folder is just for storing save game info and settings. It is perfectly safe, and even gets re-written every time you start a new game, or should it get accidentally erased. Anyway, in this folder, there is a text file called "user".
open this file, and at the very top....insert the following three lines in order from top to bottom:
(be sure to pay attention to caps and brackets)
[General]
ConfigVersion=2
DBGConsoleOn=true
After entering these 3 lines of text...save the file, start your game, and hit the tilde key to bring up the debug console. That is it....no mod...no confusion.

Worked for me. But it was another key. Try some.
Yeah, I had the same problem when I played the game and tried that out. Unfortunately I haven't found a solution by myself yet, but I also didn't really google or so, I was just trying different commands out. Sorry.
I have to use "ø" to open the console, the same key on an English keyboard layout would be ";"
This worked for me!!! Thank you very much! the MatchesCountError thing still appear though, but just make sure not to press OK on that.
