I'm at the same bit, he fires and completely misses me, then nothing happens after. I've done it six times now and misses every time, it’s really frustrating.
Dear god, in my case the bolt HITS me every ♥♥♥♥♥♥♥ time but then NOTHING HAPPENED. Geralt can't moved and the other guy just came back up like nothing happened. Guess i have to use the console to spawn my Viper Armor set.
Deflection prevents the arrow from being deflected by the actual quest armor you are wearing, so the NPC's "think" you haven't been shot at yet. A good clue is that when the bolt hits you, it should bounce away without any sort of "spark-flash" effect, which is the animation used by the enchantment. Normally, the bolt simply bounces away with a short tracer.
Sounds like a reasonable explanation. IIRC i have equipped a gear with that enchantment. Gonna give this a try later.
