I ran into a wyvern that was significantly higher level than me, and extremely aggressive.
It ended up chasing me halfway across Velen before I got soldiers on a bridge to fight it so I could run.

I doubt it. If you run across stronger monsters, they're typically always guarding hidden treasure. I don't think the devs allowed strong monsters (chorts, demons (I wanna fight a hym) leshens etc. to spawn at random because the game isn't divided into zones by level and they probably thought it would be too punishing for new players to suddenly have a level 32 leshen spawn behind them and one-shot them. It's jarring enough as it is when you're running through Velen at level four at a level 15 Alghoul runs out and is just like "SURPRISE ♥♥♥♥♥!" and one-shots you cause you got too close to his treasure.
I got out by another exit and I see something walking a bit slowly.
I close myself, and I realize it's some kind of humanoid-woodish-deer creature, with abnormally long legs. I try to close in further, see if I can fight it and add it to the bestiary. First time I saw an enemy with Interrogation dots instead of proper level number.
I started running away, and the creature started running after me. Things were already kind of dreadful when suddenly, something hits me from a distance and I suddenly lose like 2/3 of my Vitality. I was like "Sh**! sh**! sh**! I'ma die, I haven't even saved after looting the cave !!". And the creature was soo fast I thought I could never escape in time.
Eventually, I successfuly joined the main road and then realized it wasn't chasing me anymore.
So far (30ish hours), that's the most fearful experience I had in the game. Since then, I'm quite warry about venturing in woods by myself.
This smells like an awesome mod in the making
