Ive been in Velen for so long... WERE IS A BLACKSMITH TO MAKE SWORDS!!???

The master blacksmith that you will want to work with is in Novigrad. Southern end. He requires a quest before he is unlocked and available to you.

There are other 'swordsmiths' around the world (most towns have either a swordsmith, or an armorsmith, but their level is usually fairly low).

Alternatively, there is a sword and armor smith in Oxenfurt, but neither's skill is very high (but they can at least do journyman i believe)
