To be fair, part of it would be the logistics of getting them there. Crach an Craite said something similar, both that he couldn't spare it (due to Nilfgaard being on the doorstep) and because it was thousands of miles away.

And spoilers: he does agree to send a battallion, but it would need to be led by one of his Generals - Geralt doesn't agree to it, so Emyr doesn't agree to send the help.

But Emry does say early on that geralt would have access to his army should the need arise.

Are we also forgetting that It's Geralt who refuses the help of the army? Emyr was on board with sending his army, but Geralt turned him down.
