I had to look up the voice actor, cause I too thought it was Mark Addy who was voicing him. They sound so similar.

He actually love his wife though . Robert did not care the slightest for Cersei.

Honestly I had the same thought at first, but like was pointed out, the similarity is big fat drunk warrior, which is a whole lot of people in this sort of setting. It wouldnt surprise me if the character design and voice started from "we need a robert baratheon type." sort of thing though.
