I also made the decision not to update my drivers unless I ran into problems so I'm on an older version. However, I have run into the infamous menu bug, which has the odd effect of crashing my keyboard. I'm going to try the uncapping fps limit solution later and see if it works.

Your CPU is trash, though
but after release first weeks, no idea if something changed since several patches, went to play other games then and kept it for later sometime.
CPU: i7 2720QM
GPU: AMD 7970M 2GB (OCed slightly, 850->900Mhz core; 1200->1250MHz memory)
RAM: 8GB
OS: Windows 10
Drivers: Radeon Crimson 15.11
Graphics settings: Resolution @ 1080p, Texture Quality and Detail Level @ ultra, Shadow Quality and Grass Density @ medium, Hair Works off, anti-aliasing on, and everything else set to high.
Postprocessing settings: Ambient Occlusion @ SSAO, Chromatic Abberation and Vignette set to off (no performance increase/decrease, I just don't like the look), and everything else on.
I'll start by saying that the 7970M, for those that don't know, is essentially an underclocked desktop 7870. Its core clock is reduced to 850MHz from the desktop card's 1000MHz to stay within TDP limits for cooling. That said, it's performance is generally somewhere between the desktop 7850 and 7870. Does it run The Witcher 3? The answer to that question is a resounding yes.
With the settings listed above, not only does the game look fantastic, it also runs well. Performance while travelling around exterior environments is generally between a range of 34-42FPS, often hovering around 36-38FPS. Framerates seem to peak ~42FPS in forested or enclosed areas; conversely, while viewing large vistas, framerates drop to ~33FPS, and then stabilize to ~35FPS. The addition of stormy weather effects does decrease the framerate by a couple FPS (down to a minimum of ~30FPS when viewing large vistas), yet is more often than not negligible and hasn't detracted from my experiences whatsoever. I'll also add that with 2GB of VRAM, I've never had an issue with stutter from texture loading, and have never seen more than 1.8GB of VRAM being used at any time @ 1080p.
No, my system cannot play this game at 60FPS with the visual fidelity that I desire, but I've always been completely fine with something that looks pretty and runs ~40FPS, which is the case here, albeit an acceptable frame or two per second below my target of 40.
All of that said, it doesn't seem to me that a 7870 desktop card would be the minimum required to play this game; a 7850 should also be sufficient to do the job, albeit with decreased graphical settings. The 77xx series may also be sufficient, however decreasing resolution would also be a must in such cases.
TL;DR: My modest system can run this game at ~38FPS without issue while also looking very pretty. There is the occasional drop to ~33-35FPS in certain areas, however never anything below 30.
