Take a note of this, I'll come back to it.
Because I'm stubborn, I would rather replay the tiresome string of The Isle of Mists through Bald Mountain than get the stupid card when I kill Dijkstra instead of playing him. But right now I'd rather quit the game entirely instead of rollback hours of gameplay. This is what makes this particular situation so disappointing - you're locked out of the casual gameplay for so long, that you can never be in a favorable situation to reload when you realize Dijkstra is no longer playable (with future conditions, sure).
So instead, I fiddled with the console until I found a way to teleport myself in and out of the bathhouse.
Yes, this is technically cheating, if you want to be super pedantic about it, but let's not pretend like I turned god mode on or something. Unimportant.
The important thing is what I found out - there is indeed no fight going on yet, Philippa is nowhere to be seen, and Dijkstra is just chilling in his office. Blindingly Obvious isn't setup yet and ss long as you can get in, everything is still just like before and you can play Dijkstra. There's no reason why the entrance(s) should be locked.

Unfortunately, I don't remember the exact console command and coordinates. But what I can tell you is that not all the teleport commands are equal. One of them allows you to specify a third parameter for elevation level, which is important because without that you'll just be dropped from the sky on top of some structure above the bath house. It took quite a bit of guesswork until I landed on the right values, but that's how I did it.
