Vegelbud Memorial Derby quest bug?

I just completed the first three portions of the The Great Erasmus Vegelbud Memorial Derby, the first/second riders and Luc Vegelbud, and all objectives in this quest show a queen checkmark... but when I try to speak to the Race Master, he just goes "Hm?" and won't enter dialogue.

From what I can tell the final opponent is supposed to be Cleaver, I'm not sure why it won't progress me.

I'm wondering if it has something to do with the way I did the other quests... I had progressed through some of the Get Junior stuff and accidentally didn't talk to Cleaver, which I guess failed the Gangs of Novigrad quest, but that really shouldn't be too related... I imagine Cleaver should still be alive and well, so... why can't I race him in the Derby quest?

Is this just bugging out or something?

Just walk down the stadium, you will get a messenger from cleaver. Ps, dont read guides, it spoils the surprises.

how did you beat luc ? He seems to never lose stamina , I get out of stamina he the surpasses me and I lose because I never can gain on him. I have the 50 stamina saddle.

Get the 75 stamina saddle from skellige and alternate between galloping and trotting so that you can gallop the last part of the track. I ended up so far ahead that he disappeared off of the map

what i do is i simply stay infront of the person behind me, and use the minimap to veer left and right cause u can see where his circle is going towards. each and every single race, i still havn't had 1 opponent infront of me for a spit second.

I know this is an old thread but I went to complete the last race, through the town at night and I get to the first checkpoint then it ends and says I lost. I knew it would happen, any chance this game has to bug out it does. Is there a way to actually get to race or does it always end prematurely and screw you out of the entire quest line?

If you go off the course you will lose. This race seems more strict than the others about this and I got caught out in this way.
