I have meditated for over 2 weeks, left the game, reloaded. Nothing, he won't talk. This just ridiculous.
He is on the island to the right of Claywich I believe. It could be the left but a bit in either direction there is a large island with a question mark on it, go there, but don't follow him back because from my experience following a freed trader stops them from ever becoming traders and they just stay as normal civilians. Luckily I managed to go back to an original save when I first realised this. Just free him, meditate for a day then go to claywich.

if you follow a trader back after freeing them they never become a proper trader, you need to go back to a previous save before you freed him if you can. But he only has 3 gwent cards to sell, if you are lucky they will be duplicates so you can still get them all
DLM, happened to me, just meditated hour by hour, when i got to 6 am he can be interacted.
