Useless Junk Items
Q: As far as I can tell Lead, Glass, and Ashes are not used for anything, cannot be broken down any further, but still say "sell to a vendor or dismantle for crafting items" Would like confirmation on this and why would vendors sell useless items like this as well?
Verdict is: Yes useless junk that can only be sold, but might have a use in DLC

Q: Also are the elven tools, whetstone, and dwarven whetstones you get from dismantling repair kits used for anything?
Verdict is: They are used to make the item you just dismantled :S

Q: And lastly I ran into some Temeria special forces insignias, I read that Nilfgardian and Redanian insignias are used in crafting but couldn't find any use for Temeria insignias..
Verdict is: Temeria Special Forces Insignias are only good for dismantling, but hold on to a couple of the Nilfgardian and Redanian Insignias for future armor recipes

Q: Oh and I also have a severed elf head in my bags... should I... ugh... give it to someone? "Hey, you want a little head?" :P
Verdict is: This is just an easter egg item, vendor it

Oh I know that is how I got the ashes, lead, and glass. But these items are the end point with nothing else to do with them it seems.

Ok,so the different race wet stones allow you to create different quality repair kits

Amateur's Weapon Repair Kit
15% of weapon durability restored
Elven Whetstone, Thread, Leather Straps, Nails

Journeyman's Weapon Repair Kit
40% of weapon durability restored
Dwarven Whetstone, Water, Leather Straps

Here is a few examples

you then need to find daigrams , potion that actually use it. there are many diagrams in the game. just save it .

Lead, Glass, and Ashes are listed as junk not as crafting components though... Are there actually recipes that use these junk items?

Op, seems everyone that replied is either incapacitated mentally or is purposely ignoring your question.

According to the prima guide I have and free eguide these items might have uses in later dlcs.I think the reason for dismantling items to get glass and lead etc. is to make more money when selling them to a merchant, instead of the items as a whole.

Glass, Lead, and Ashes only sell for 1 crown, it costs at least that to make the item from dismantling :S If it only has a use in DLC I feel they should have just edited out the second part of the tooltip for them until they actually did have a use over than selling :S

The redoran insignias are shown as dismantled for leather scraps.I know that creature's head or trophy when equipped will give you buffs.I'm not sure about the elf's head, try and equip it or it could be just this

Ya it was the last one from the troll, so... just an easter egg that one?

I know the insignias could be dismantled but like the starting armor they (some of them) can be used in crafting recipes and shouldn't be dismantled. Temeria ones don't seem to be used in a recipe that I could find though, just dismantle termeria ones then?

With a crafting game can be daunting on trying to be productive on creating the right items for success. The Witcher 3 has many items and sub items for all sorts of combinations and when you get items like glass or ash and lead it makes you timid on ever getting rid of them. However there most likely going to be junk for a low cost which makes the game realistic.I've never seen a game that held most items on uses for other uses and so on.I really like this crafting system and was really the only reason I bought a guide in the first place.I learned a lot now on the crafting system and it has made me aware of oils, runes, glyphs, bombs deconations,so I suggest getting the 5$ eguide for it has all of the prima guide and a bit more with the info on books, lore, maps,as well as the huge list of items in the game and what to do with them.
