i swear there are like 500 armor smiths, but zero weaponsmiths above the lowest level.

well there is the one master weapon smith, but you have to be like 24+ to do the stupid quest.. wtf?

In Novigrad, SW of Hierarch Square, just around the corner practically, is a Journeyman Blacksmith, NOT Hattori, he is just named 'blacksmith'. He is kinda on the back side of Triss's house, working in the NW corner of a large open area, and you can play Gwent with him too

He did my Griffin steel sword

Edit: if the Banker Vivaldi could look straight south and through one building, he would see him
