once you arrive (spoiler) you can find the guys corpse on a shipwreck on the beach and get your 1000 crowns back
By that point you should have atleast 3-4k already.
Once you're in Velen and once you have 1000 crowns, you can sail for Skellige.
Make sure you at least played trough the end of the series of quest connected to "old friends" in Novigrad. You have to make tough deceisions there, and only after making that deceisions, you should go to Skellige.
Trust me... I will not spoil anything by telling why, but it is an well ment advise...
How "important" are those decisions? I'm level 14 atm. I've decided to do alot of the secondary quests?
