Go to the square where the people were burnt alive. Behind, look for some coin signs hanging outside the store. Go in and talk to the dwarf.

I have also seen a merchant on the docks (I was surprised because given his look you would think he only had crap to offer but I guess his deceptive look was on purpose lol) who can exchange the coins too. He holds 1,500 gold so you can trade in quite a few.
