Misplaced mods can do this, you should never have a "dlc" folder inside the game's dlc folder. Some mods may not be packaged in a folder structure compatible with mod managers and end up that way, for example.
That`s my last resort because i have low internet speed.
After uninstall the game, i notice there`s leftover folder and files from my mods, i think the mods messed up the next-gen patch.
For someone who mod the game before next-gen patch and got the dlc problem, try remove/delete all the folder and files related to the mods and dont try modding in this patch hahaha

You can mod the current patch version too, you just have to use Next-Gen compatible mods. The older ones you had from 1.32 will not work with the update, hence why you had to delete them to work.
Plenty of updated mods are currently available to use on the new update.
Ok, Mods not a problem in this patch, the problem is using Mods from ver. 1.32.
I update all my mods and work like a charm.
