Motion blur make camera smoother when turn, just like in Cyberpunk.
Blur if working fine for me in both DX11 or DX12. If you haven’t fixed it by now then maybe if you can post specs and settings someone can figure out. Good luck.
Like most games use object motion blur which creates a blur effect around moving objects so that you cant tell there's a stutter unless you're paying attention.
Blur might be of a different story in this game, I'm usually keep that one off.
